(b) West Africa.

On purely academic grounds the scheme for a university college in the Gold Coast and for one at Ibadan are of roughly equal importance, but as the Gold Coast has made clear that it can produce the capital funds for the building and equipping of the university college and even for a substantial endowment, the Council agrees that the funds from the central allocation should be concentrated on the Ibadan project.

The Council suggests, however, that a grant of not less than £100,000 from the central allocation should be made for the Gold Coast project, because the college will be providing services to higher education in West Africa which would otherwise have to be provided at Ibadan, it is desirable that by means of a grant an opportunity should be created for assistance from the United Kingdom in the planning of the project, and it would be inequitable that the Gold Coast's willingness to provide funds should lead to its having no share of assistance from Imperial funds.

(c) East Africa.

(a)

The figure of £1,250,000 might be reduced to £1,150,000. It was recognized that Makerere College, unlike for example the colleges in Nigeria and the West Indies which have no buildings, already has a substantial amount of buildings and capital equipment.

Mediterranean.

The figure of 135,000 for Malta has already been approved and cannot in the circumstances be reduced. (e) West Indies.

The figure might be reduced from £2,030,000 to. €1,750,000 on the assumption that it will not be possible to carry out a building programme in the decade that involves expenditure of the order of the former figure. A grant involving this severe re-.. duction would have to be subject to the condition that it was devoted to the university college including the medical school, and that it should not be diverted to the building of the hospital (save in so far as the cost of the hospital is directly affected by its use for teaching purposes) or to other non-university pur- poses as, for example, the provision of a training school for nurses.

(f) Far East.

The figure for Hong Kong might be reduced from £400,000 to £200,000 or £250,000. stood that the latter figure was the amount of capital grant
